That set a new record from any previous Olympics, but since Overwatch takes place in the future, perhaps a higher record was set and even more were handed out to the athletes? XD
Anyway, Tracer wasn't carrying them in her backpack. Widow basically walked past and dumped a whole bunch into her backpack before Tracer could stuff her Union Jack flag into it. And Tracer is basically " (Um. Why why would you do this? Are you telling me something Ms. French Gymnast? ..Do I need to clear something up with you? ;;;) In the end, it's simply trolling between two athletes from rival countries.
(And tbh there are ways that even Tracer could use them if she wanted to. But I'll just leave that part to the commenters! AA Be safe & responsible!)
